How do I remove the "detent ring' at bottom of M47 shifter? 200 1989

Let me better explain this problem.
My standard does not go into reverse.
When I removed the shift knob I saw that
the upper end of the lever that one pulls
up to engage the reverse is broken. I need
to remove the gear shift arm, but I cannot
figure out how to remove that rubber plug/screw
that attaches the lower end of that lever down.
It looks like a rubber plug. I've pulled, pushed,
and turned it but I cannot get it out so that
I can remove that lever/arm that allows the car
to go into reverse and try to fix it or replace it.
