By this he means the heater control valve. It is vacuum controlled on your car (I assume...no year or indication of if it is a 940 or 960).

Also, check to make sure no one added a mechanical shut-off valve in on the heater hoses. This was probably more common in the 240 because of the design of the heater hoses and the tendency to have marginal AC. In a 940 this would most likely be done for one of two reasons...leaking heater core or to avoid the tiny amount of coolant that is allowed to circulate even with the heater in the off position.
