First, the easiest thing to check is whether it's the short hose in the fuel tank (between the transfer pump and the metal line) -- just put enough gas in your tank to be sure it's at least half full (which submerges the hose). If it cures the problem, then that hose is the cause.

Second, to test the transfer pump (the proper name for the in-tank pump), you can measure the amperage of the current through it. If it's bad, it won't have the correct current. Hook up a VOM to the connection to the pump at the relay.

Frankly, though, it sounds more like a problem nearer the engine (feathering the pedal generally doesn't help a problem farther back) such as your AMM, your throttle body, or even your plugs and their wires.
