That'll be an import from Sweden. The round holder was for the tax disc, a required item! Put Motalavagen 19 Stockholm into Google and you'll be able to see where he lived. Still quite a few Sten Jansson in Stockholm if you really want to play detective.
A good idea to question the previous owner and see how far you can trace it back, maybe all the way to importation if you're lucky.
Holes in bumper might also be for the "American bar". Any holes in the tops of the over riders if you have them?
