Distributor Timing K-Jet (way off) 200

Am setting the timing on my 1983 242/B21ft. Set up the light and could not see the timing mark. I painted the mark white and still could not see it. Took and the shown timing light around the pulley and finally found the timing marks showing way over by the alternator. Almost a full 90 degrees off. I can rotate the distributor its full movement can can not even get close. How can the timing be so far off and the and how can I fix it.
