1982 240 Turbo Heater Valve is shut but, much heat is blowing inside while driving. 200 1982

as you say you have the original brass heater valve.

I assume you have taken off the driver's side kick panel on the cernter console and confirmed that the cable is moving the valve all the way to the closed stop.

behind the valve is a Temp Comp Screw. Cooler is a Clockwise turn of that screw. should need LESS than 1 full turn.

If that dosen't work then the valve is shot and you will need to replace it
