What they are supposed to do is lean the mixture on overrun to reduce emissions
(a doubtful concept).
What they actually do is open under high vacuum at idle and make it difficult to
get your idle speed appropriately low.
That is why you solder them shut or replace with throttle butterflies without the valves.
It has been recommended to me by such SU experts as Joe Curto in New York,
and my experience is that it has helped.
