Oil light on. Has oil. 700

My oil light is on.
It might have been low on oil.
I put some oil in.
I change it regular.
But it can sometimes get low as it uses a quart or two between 3000 mile changes.

The oil light comes on after I start the car.
It lights dim, and then flickers and fades a little, and will come on firmly after about a minute.

It came on about 2 miles from home in very cold weather.
I drove it home thinking it was just low on oil.

But the light seems to be staying on.

Could it be a lose belt to the oil pump?
