Andrew,

One more thought; a small servo motor driving a follower type cam (inside track) would work if you can find a drive that will run on a 12VDC source. The engine speed would be directly proportionate to the speed of the servo. You would have to have the cam machined with the right profile to open the two poppet valves exactly 180 degrees apart.
