No Spark no gas no run 200 1986

Well, the belt is in tack and NOT broken. I think I have it isolated down to either the Fuel Injection ECU or the distributor. I am leaning towards the dist because of the following readings. My dist has 3 wires coming out. I took off the plastic connector and measured on the wire side leading to the firewall with the ignition in on position the three lines on the far one I have 12 volts the middle I have 5 volts and the far on I have 5.4 ohms. This checks out right? If this is what it should be the only thing left is the Hall sensor, ie dist. I did read somewhere that if the RPM gauge does not bounce when turning over the car then it's a strong possibility it's the Hall sensor. I can pick up a used distributor and ECU on Evilbay for fairly cheap. I am leaning towards the dist, but maybe I should buy both. Am I missing anything. I have checked all Fuses took the out lubricated with Die-electric grease, tested continuity and looked over the wiring. Everything looks good in this department.
