HOW TO TEST FAILING REAR WIPER? 200 1990

My rear wiper has failed. I already repaired all wires at hinge. Fuse is good. I found two wires (black and gray) and a ground going to the motor. With the wiper switch on constant-run and the lid up, I tested voltage and found 12V.on black wire and no voltage on gray. Is the gray wire supposed to be hot?
When I closed the lid, the wiper did one cycle and stopped. I turned the wiper switch off and back on again and nothing. I did this process over again and once more the wiper did one cycle on closing the lid and no more.
Does the wiper even work with the lid up, or is it connected to the light switch? Do I have a power problem or a wiper motor problem??? Thanks, jdl
