no brakelights on 240 wagon 200

Hey guys. Newbie here having just bought 1990 240dl wagon for my teenage daughter. Ah, the things we do for our kids! I used to work on all my cars (Triumph TR-3's, 1989 Mustang's, etc.) back in the 70's and 80's but haven't in years. I run a cabinet shop now that takes most the time these days. I like this Volvo, thought, and am sure I will be getting back into it. Just bought the Bentley manual but wiring and electronics has always been a weakness of mine. So, fuse is good, bulbs are good but no juice to the board at tailgate. Board's in good shape. I've search all 200's threads on forum but didn't find one. If I missed it please let me know where to look. I hate asking a question on a forum that's already been covered. A quick check list of what and how to check next would be great. I hope to keep this car out of the dealership--expensive and far away. Thanks for any help.
