power steering pump experts please 200

power steering pump and rack problems i have little no experience dealing with.

1. symptoms are intermittent at best. sometime lasting a few seconds to several minutes.
2. And only occur when the gas pedal is depressed (not sad just pushed down)
3. the symptoms never occur at idle or when my foot is off the gas pedal
4. i have isolated the sound to the power steering pump and it make a whining or soft groaning sound.

i isolated the sound by having someone sit int he drivers seat with the shift in drive and their foot on the brake and then give it enough gas to cause the sound to occur. as soon as they take their foot off the pedal the sound disappears.

the steering is fine with nothing to indicate a problem
the pump or rack or hoses do not leak so much as a drop

the belts are all properly tightened and the pulleys are all lined up right.

does this sound like a pump starting to go but still functioning near normal or something else?
