The bidding closed with 0 bids so maybe there is not a new owner.
The auction sheet contains the words: "IF YOU NEED TO KNOW ANY MORE PLEASE CALL MAC ON 07946 610919 HE OWNS THE CAR AND CAN TELL YOU MORE."

Might not hurt to give him a call if you really want the permission. It should
come from the former owner anyway, he had the pictures taken.
