Front Bumper Mounting Nut Broken 120-130

Last night when I was loosening the bolts that hold the front bumper brackets on my 64' coupe, one of them kept spinning. Bad news: Shannon is coming over to flat tow the coupe home for his soon-to-be father/son project, and the bumper is still attached.

I am not exactly sure what I should do here. My tenative plan of action is to cut the head of the bolt off, run to the store and buy new grade 10 hardware ( 1/2" UNC) and chase the threads with some PB Blaster. I am hoping that the now "unwelded" nut and hacked bolt are going to fall into the frame. To retrieve the nut and hacked off bolt and to reattach a new nut, I plan to use a 1 3/8" hole saw to cut a hole on the frame as close the mouting point as possible.

I did some searching and saw a method similar to this mentioned, but wanted to see if there is any other advice. The tow bar bracket he fabricated really needs that extra mounting point, as I feel using the three good holes is not a safe option. I am going to do this surgery around 2:30 when I get off work.

Any last minute advice?
