Rebuilt turbo engine running but not all that good 700 1989

It accually fired and idled the first time and no leaks. It runs OK but I thought it would be better. I had an emissions done on it and everything was OK but the NOx was high, it just made it under the limit. When you go to rev it up it's suggish at first and then it revs up. It's got a tight, slightly used turbo, mine was too far gone to be rebuilt. All the post I find say clean out the flame trap ( i know i don't have one) and check the EGR. I don't think I have one of those ether. I think I'm missing something but I don't know what.
Any suggestions will be greatly appreciated
