B20F head specs 140-160 1968

I have a B20F head on a B bottom end. My goal is to get the combustion chambers down to E specs. Does anyone have the proper measurements for this? I am also considering doing a complete rebuild of my engine, as I have an Isky VV-71 cam to install. My compression is around 135-140 on all four cylinders with the new head on it. Should I take the engine right apart or simply install the cam and get the head machined? I am also in the market for an M41 and realize that this could all get very expensive- I do not want to invest any more than $1200. Any suggestions?
