1990 740 turbo fuel pump - intermittent pre-pump cycle after car is started 700 1990

I was having trouble with occasional stalling in stop-and-go traffic. I replaced the plugs, wires, rotor button, air filter and gas filter (needed to be done anyway). After I put it all together I had a good deal of difficulty getting it to start,and after I did it ran pretty rough, occasionally dying. I passed that off as air in the fuel line introduced when I replaced the fuel filter, but after running for at least 30 minutes it still had the same symptoms.

After I get the car started I notice I can hear the fuel pump kicking on and off every 15-20 seconds or so, like its going into the pre-pump cycle over and over again. Is this normal, a bad relay, and computer issue...? I'm about ready to take it to the shop, but would really love to avoid the cost if I can do it myself. Thanks for any and all responses.
