Drain holes in bottom of doors.... Is water meant to get inside the door? 200 1986

The bottom corners of my DS door are rusty so I did the water test... running a hose onto the upper window and door and watching where it went.

even after putting on updated window seal/scrapers (from a '92 in the salvage yard) water is still getting into the inner part of my door and draining out the drain holes in the bottom corners.

I imagine that a little bit of water will always get in there but as long as the holes aren't clogged the water should drain and allow the inner parts of the door to dry. Is this accurate or should I be finding some other leak and sealing it up?
