getting hot 200 1987

greetings fellow volvo friends,

i live in texas and summers are hot.
driving down the road the temperature guage reads normal.
when stoped in traffic with the air conditioner on the
temperature guage reads hot. the water pump and thermostat
are new. the coolant is good. the fan clutch is good.
what can i do to keep the engine cool in a situation like this?
please help. any and all advise is greatly appreciated!
