740 no start...no injector pulse 700

Still having trouble with a no start issue. Based on past posts I purchased a noid light to see if I have an injector pulse (injectors do have power to them, I measure 5 volts with voltmeter). But I don't have injectors firing. Noid light doesn't light up when I crank engine over. Has anybody else had this problem? What is my next step? Is this an ECU issue? Thnx.
