Carbon deposit on spark plug case 700

Pulled my plugs (Bosch Plat 4's, yeah, I know) and found #2 plug's entire metal case covered in black soot / carbon, all the way up to the insulator! The car has 60K on OEM plug wires. What's gone bad here, wires or plug?
