WEIRD ENGINE TIMING PROBLEM

Working on a 93 Volvo 240 trying to get engine at top dead center so I can properly reinstall flywheel/ring gear. Turned crank to 0 degrees on pulley pulled top timing cover cam pulley almost lines up with mark about 2-4cm to the left of the mark on the sprocket..assuming maybe the timing belt slipped a tooth from last timing belt replacement. Thing is I am trying to line up the flywheel and by reading the faq section it is my understanding that on the ring gear the two missing holes should align at the bottom of the starter housing. The way I currently have the cam and crank lined up the missing holes are just below the starter opening the last hole on the ring gear lines up with the starter hole. Dist rotor is pointing at cyl #1. Any suggestions I would really like to get my 240 back together and on the road and am not a big fan of trial by error.
