'89 244 cranks up fine, but doesn't initially rev up. Shouldn't it idle up first? 200 1989

Shouldn't the engine rev up initially? It's like when you turn the key, the motor starts running -- but at some "limp" idle. I'm wanting the engine to fire up with a bit more idle power...then once the engine is hot...I'd like it to run as it's running now. This is an '89 and I've had to replace the 561 ECU, but the "limp" idle continued even after the ECU replacement. Kinda wondering about the Idle Air Solenoid??? I took off the whole air intake system: sprayed out the throttle plate area and the Idle Air Solenoid Valve. Not sure if it's working though...how do you test?

Any ideas???
