Fibre washer debris in distributor cap ??? 900 1994

I changed the distributor cap and rotor today on my 940.

The old cap was a little bit oily inside (near the bottom), and the cap contacts were burnt with a bit of carbonisation in the general vicinity of the contacts, definitely time to change the cap.

What caught my attention though, were the remains of a very thin fibre washer.
I only have about 1/3 of the washer left, so have had to guesstimate the original size, which appears to be around 22mm OD and 12mm ID. The washer is a very thin type (less than 1mm thick)

Where can this washer have come from and do I need it ? I'm guessing that it may have come from under the rotor. Is a washer normally fitted there ?
