Power Balance Test Won't Work for B21F Only B230F 200 1980

I'm learning how to diagnose engine problems and tried to do the power balance test on my 1989 245DL and 1980 242DL. The 1989 did well, ie all cylinders responded similarly. However, when I disconnected each spark plug wire for the 1980, the idle speed did NOT change (about 950). I confirmed that the plugs were tight and that there was spark to each cylinder. The car runs great. Does the CIS system somehow compensate for a dead cylinder?
