How to fix slight winshield rust questions

I have a 1988 Volvo 244 that I'm going to replace the winshield on. I was looking under the chrome trim and I noticed a small amount of rust underneith it. With that, I decided that I'm going to go ahead and fix the clear coat issues that I'm having with my paint too. My plan is to have the car at the paint shop with the windshiled out in some way. The paint shop is about five miles from the glass shop that I will use. I could save about $100 bucks if I could drive the car w/o the windshield from and back to the glass shop. I don't about doing this though. Speed would not exceed 20-25 mph. This also brings me to wondering what should be done with the rust. The body shop guy was telling me that since I was pulling the glass he could just sand and refinish the area and I would be all allright. I want to be very sure that the rust won't come back, so should we use some rust treatment like por 15 I think it's called or something of that nature. If so, what is the best rust treatment. I've decided to go to the 92-93 style winshild, will I need to replace the inside gasket?
