Home wiring experts?

Since RWD people are about the smartest around, there's got to be a home wiring expert in the bunch.

2 hallway lights are connected to 3-way switches. One up, one down. Come home after a week of being gone. Both lights are out. No big deal, was going to replace anyway. New light gets installed - not working. Hmmm?

Check the Voltage. 115V one switch up. 80 volts with switch down. Go to other switch, same results.

What gives? Shouldn't it be either ~115volts, or zero?

BTW - 3 way switches were replaced about 4 months ago, using the same wiring as before. Possibly a bad switch? However, I have already discovered incorrectly wired outlets, so that's a possibility too. I don't think having a burned out bulb in the other light would cause 80 volts. Other light has not been replaced yet.
