How to adjust Ignition Timing on a 240 ? 200

I need to adjust the timing for the smog test soon. Problem is, the timing scale on the lower timing belt cover broke some time ago. Anyway to do it without this ? or do I need to find a lower timing belt cover at a junk yard ?

Also, if I'm leaning over the driver's side fender, does going clockwise on the distributor advance the timing or retard it ? anyone remember off hand ? :)
