a few problems with my 245 200 1991

Just bought this car very cheap, and I love it. My second brick, although 20 years between first one and this one. There are a few problems that I'm tackling one by one, so that it will pass state inspection.

The horn does not work. Well, actually, it does work, sort of. When the horn is pushed, it makes a low growling sound, then nothing. Won't do it again until allowed to "rest" for a while. It took me a while, but I located the actual horns behind the grill. They look original, and rusty. Is it likely that replacing the horns themselves will do it, or could it be a wiring problem? I'm concerned about wiring, because the next problem, and probably a far bigger one, is that the right brakelight is not working. I replaced the bulbs, but that didn't help. Contacts there look clean.
