recent hot weather starting problem 700 1991

(1991 740 (std 4 cyl--no turbo) 160,000 miles. All services have been performed every 3-5000 miles since new.)

The weather has been hot here the last two weeks and this problem started about a week ago. If I turn the engine off after a long run and try to turn it on again within a minute or two, there is no starter action and cranking. If I wait another minute or two and turn the key all the way to the right again, it starts right up.

The engine starts great in the morning when the engine is cold. The battery tests out fine. It seems like this may be related to the hot weather.

Any idea what's going on?

I had a somewhat related problem about three years ago. I had left the car out in the sun in 95 degree weather all day. I turned the key and the engine started, but there was no electrical power and the ABS and airbag lights were on. I shut off the car the engine for a few minutes and restarted and everything was okay
