low boost? confused 700

Finally got a working boost gauge hooked and that has possibly revealed a new problem. At WOT in first gear the gauge hits 5psi and stops. Aren't these cars suppose to hit 7.5psi? Do I need to be in 3rd to hit max boost? Vacuum usually reads about 20inhg when sitting. All the turbo/intercooler hoses are brand new. Is it possible there is a leak in the hose from the intake manifold to the boost gauge? Turbo seems to be working fine and spins freely... blades don't touch housing and my hoses have little oil in them. When driving the boost comes on smoothly and provides the kick it should.
