Alternator or Voltage regulator? 200 1989

The car died on me in traffic Saturday, and it was a dead battery. I got
it home, charged it up, and took it to Shucks to have the alternator
and battery tested. The battery tested fine, but the alternator
showed 12.47 volt charge, instead of the 14 volts that's stamped on
the sticker. Someone told me it might not be the alternator having problems, but it might be the voltage regulator. Where is the voltage regulator and how do I test it?
