volvo fender question bodyman needed 200 1985

Hi all man my fender on d-side is about 1/8inch away from hood i looked at the way its mounted the top of fender hangs over the wheelwell.Here is the question if i take out the 6-7 bolts that bolt the fender to wheelwell along the top could'nt i put a washer inbetween the fender and wheelwell to pull fender closer to hood and would i have to elongate the holes in doorjam so fender will move inward and what would i have to do up by the headlight where the fender meets the headlight mount (a i dont know what that is called headerdeck??) THANKS as this is a eye sore lol
