How to read relay date code and country of origin?

bought a set of relays supposedly out of a 1990 740.
However the fuel pump relay part (# 3523609 )says Volvo,Made in Hungary whereas original relays are made in Germany.
Also date 08-12-98.
Does it mean the relay was manufactured in 98(ie not original but newer relay) in Hungary(where post communism labour are cheaper than Germany)?
I note that a lot of Bosch parts are now Made in Spain(distributor caps rotors),India(copper plugs) also.
