Two Idles 700 1989

Just had throttle body cleaned and now experience two idles. Upon first start idles evenly at 750 rpms, after high rpm highway driving idle is even and constant at 1300 rpms. Whats going on? Starts with no problem every time, even when buried in this 12 inches of snow. Idles at 750, then after highway commute idles 1300. Also, when coming to stop rpms dip down to 400 rpms for a second then rtns. to 750; doesn't happen after driving for a while.Vacuum leak? Thanks for any help.
