Runs like in choke mode 200 1984

I have a 1984 240 GL. When it is cold it starts right up but has little power until it reaches normal temp. Even at normal temp it still runs like the "choke" is on. I then can turn the key off then back on and a click is heard coming from around the glove box area and all of a sudden it begins to run fine. WHAT'S UP..... HELP
