Readiness Status for OBDII 900 1996

When I scan my 96 960 for DTCs and I try to get the Readiness Status, it says "Not All Readiness Tests Completed" even though the car has been driven over 2 weeks in all kind of conditions. I understand there is TSB 2230056 that has information on this. Does anyone know where I can get a copy of this? I am concerned when my state, Georgia, goes to OBD testing for emission testing next year.
