Alternator(?) pulley isn't turning 200 1985

245DL/1985.

What I think is the alternator pulley (driver's side, lower) isn't turning causing the belt to screech and smoke. I've tightened the belt, but no luck. Is it shot? If so, is there a temporary fix so that I can drive it to the shop? How much will it cost to replace at the shop?
