plug hole on nissens radiator 200 1990

got a new radiator. It came witha rubber washer & plug. This looks like it fits a hole on the top right hand corner of the radiator, same side/edge where the tranny cooler lines hook up.

Is this hole supposed to be sealed at the factory or does the customer deal with it. I could get it in, brought the radiator back to discount auto. the guy hammered it in with the help of some grease.

I just want to make sure this is okay and it is not going to just pop-off under stress/temperature etc.

I figure this cannot be adrain plug as it not on the bottom , so what the purpose of this plug hole?
