Strange Hole In Hood 200 88

My "new" 88 240 wagon has a 1/4" hole in the hood, right between the windshield washer nozzles. The outline of a larger circle is evident over it. Any idea of what might have been mounted there? The car's from California - maybe they have an extra "thingy" there for smog (I'm grasping at straws here)?

I just stuck in one of those black plugs that holds the interior panels in place.
