Kick-Down Cable Sticks 200 1987

I've got auto trans.

The kick-down cable does not pull back into the casing when the throttle is depressed, it doesn't stay taught, it droops. Therfore the trans stays in low gears and won't upshift.

Is the cable going bad or does it need to be cleaned & oiled?
