Hi all!

Can anyone tell me what this pulley thing located under the hood on the driver side is? It's about 3 1/2 in. in diameter, thin, and upright. It has a thin cable-like wire going under it and then over it. The wire is covered by a blue sheath. The top part of the cable seems to be stuck and a little loose.

Also, regarding the driver seat, how do you raise the rear part of it? I know there is that lever where you can adjust the height of the front, but how do you adjust the rear? Thanks.
