What is this ductwork supposed to be connected to? 200 1989

I recently got this 89 244, and it's running a bit loud and smelly. I popped the hood and found this:

What is this ductwork supposed to be connected to? Is it part of the exhaust system? (I'm smelling exhaust in the cabin while driving).
