code 1-2-3 200 1990

I now have me a "new"clean 1990 240 auto sedan. Black, like my cold heart. Nice looking and driving car. Of course I have a lengthy list of age related and PO neglected issues to fix;
Currently I have a rough idle. Code 123.
I measured the coolant temp sensor and a used one I have in a tool box;
At 50 degrees, 1.36 K ohms vs. the spare which measured 2.0 K ohms.
Installing the 2.0 spare resulted in the same rough idle.
1. Are they both bad senders?
2. Does 123 code mean bad sensor, or loss of signal completely.
3. May the rough idle be an issue unrelated to the loss of sensor?
The car otherwise drives fine, though I have not been able to check mpg due to bad odometer being on the lengthly list of "To dos"
