why would the IAC hose going to the intake air hose be connected to a blocked port? 700 1991

I got a 2-2-1 code on my 700 after experiencing some rough running while the car was cold.

I checked for intake air leaks and found the hose from the IAC valve to the air intake hose disconnected. So I thought I was done until I realized that the port it should be plugged into was a blocked port! It wouldn't allow air to get to the IAC valve since the manufacturer made the hose blocked.

So how does the IAC valve get air into it if it is attached to no air?

Should I drill a hole through the plastic of the intake hose so the IAC valve gets what I would assume that it needs?
