Temp gauge reading low, but at times normal 200 1989

A recent cluster swap finds me with a generally low read on the temp gauge. It did work normally for a week or two, but now is way off, reading about 7 o'clock. Wire lead seems fine.

It is very hot here in the Old Dominion. The Thermo was replaced and system flushed about 1 year ago. More recently backflushed a clogged heater core.

Should I suspect the cluster or or the sender on the head?
