'93 940 Blower Motor 900 1993

The blower motor on my '93 940 stopped working and with the help of the FAQ I was able to remove it and find a Factory Air #35339 replacement. I made a pigtail for the new blower, but when I connected the fan (with pigtail in place) to the original plug, the motor wouldn't run so I checked the voltage at the original plug and it was 2.2.volts. I'm sure I had 12.3 volts to the plug this morning, but I can't get that voltage now. ECU is unbolted, but still plugged in, battery ok, key on in position 1 or 2, fan switch on 1,2,3,4 or 5. Where do I go from here?
