92 240 lights get bright all of a sudden 200

1992 Volvo 240 lights get really bright then dim. At idle its most noticeable. Put volt meter on battery terminals and got just over 14 volts (normal) then all of a sudden it changed to over 17 volts and the motor surged a little. Maybe a defective Alternator? Checked alternator and batt terminals and they are tight. Any suggestions on what else to check?
