How do I center the steering wheel? 200 1992

Ever since I have owned the car, the steering wheel has never been centered and for some reason, after 3 years, it's beginning to bug me! :-)

Mind you, the car tracks straight. I just want the steering wheel to be properly centered when the car is pointing forward in a straight line.

Where should I begin?
